Planning reports build their rows from data that already exists: either actuals from the ERP or previously submitted plan figures. If an account, cost centre, or project has never had any transactions and has no prior plan figures, there will be no row in the report for it — and submission is not possible against a row that cannot be seen.
This is a common situation, particularly when planning new activities or cost centres that have not yet been used in the ERP.

This feature is available in both Designer and the Excel Add-In:
In Designer: Layout tab → Add Missing Rows

In Excel: FastClose ribbon → Add Rows

Both open the same Add Missing Planning Rows dialog.

In the filter row, enter the account code for the row to be added. For example, type 4060 in the Account filter.
If your report has multiple down-axis dimensions (which won't be the case for Account level planning), a filter field appears for each dimension. Every field must be filled with a single valid value.
To add multiple rows at once, click Add Row as many times as needed and fill in each line.
For large lists, use the Excel Template shortcut: click Excel Template to generate a workbook with the correct column layout. Fill in your account codes. Copy the range and click Paste from Excel to import all rows at once.
Formatting cells as text, or using a leading apostrophe on numeric codes, will prevent Excel converting codes such as 004 which might be a cost center coding to a 4 which is no longer a code recognised by your ERP.
Click OK. FastClose validates each combination and, if valid, re-runs the report with the new empty rows visible and ready for data entry.
Hide Rows Without Values: If this setting is active on your report, FastClose will automatically turn it off when missing rows are added — otherwise the new empty rows would disappear immediately. You can re-enable the setting once you have submitted values to those rows.
