In the Excel Add-In, if saved planning cell meta data was found to be invalid when the workbook was opened, there was no notification to explain why the Preview and Submit buttons were disabled. An error would occur on trying to make selections in the Project Phase filter within templates such as PRJ 02 Project Analysis. (FC-3085)
